Guiyang City and Gui'an New Area are now home to 1.12 million business entities, accounting for nearly a quarter of all those in Guizhou province, records for 2025 show.
Since last year, the local government has focused on helping businesses secure orders, increase financing, and reduce costs.
"Having orders doesn't always mean having funds", said Yang Yanping, deputy general manager of Guiyang Xinhengtai Industry Co.
In 2025, the company faced a tight cash flow while producing heat-dissipating components for new energy vehicle batteries.
Targeted government support, including special national bonds and policy-backed low-interest loans, provided 3.09 million yuan ($432,600) in funding and loans at 1.58-percent interest, allowing new production lines to launch six months early and orders to be fulfilled on schedule.

At the 2025 Guiyang service satisfaction evaluation for private enterprises, over 800 local entrepreneurs assessed the government's performance in policy implementation and efficiency.
